Membership in the Alliance Navy is open to the public and any person above the age of 16 years old (18+ preferred) may join upon the approval of a Scout.

Membership is universal throughout the Alliance Navy. Except where conflicts of interests exist, such as when a member participates in a rival group in a game in which the Alliance Navy operates, a member of the Alliance Navy is entitled to the privileges of membership in every game the Alliance Navy plays.

Code of Conduct

The Alliance Navy’s Code of Conduct defines the standards of behavior expected of all members. Members who fail to meet these standards are subject to disciplinary action, up to and including ejection from the Alliance Navy. Members shall adhere to the following standards:

Don't Be A Dick

Every other rule of the Alliance Navy is merely a special case of this rule. For our continuance as a group, we rely on members who show respect to each other and to our group as a whole.

Note these points:

  1. Treating a dick the same way they treat you is still being a dick.
  2. Being right about an issue does not mean that you are not being a dick.
  3. Being polite does not mean that you are not being a dick.
  4. If people keep saying that you are being a dick, you may, in fact, be being a dick.

You Represent The Alliance Navy

Members should avoid those actions that are unflattering or unbecoming of our group, especially in public settings. Cheating at games, using racial epithets, and demeaning others are all examples of actions to be avoided.

Assume Good Faith

Members are volunteers who take part in the group for personal enjoyment and fulfillment. They are always deserving of respect for their contributions to the group. Members should assume good faith of one another until they have an explicit reason to believe otherwise.

Mature Discussion

The Alliance Navy is a community of adults, and members should expect mature conversations to occur. However, if someone requests that you stop discussing something that is making them uncomfortable, you should listen. Detailed discussion of sensitive topics such as like politics and sexuality should be kept to private channels and conversations.

As a supplement to the Code of Conduct, the Alliance Navy has established a set of Community Guidelines to help illustrate conduct we collectively agree to be acceptable and unacceptable, as well a history of specific interpretations and rules made regarding the Code of Conduct, Community Guidelines, and other standards of behavior for members of the Alliance Navy.

Ranks & Recognition

Ranks indicate the authority and responsibility a member holds at a particular moment in time. Ranks may increase or decrease rapidly in view of both the member’s leadership ability and the group’s needs. E-1 through E-4 are largely awarded through seniority and activity with the group. E-5 and above are awarded on a combination of merit and a history of contributions towards group management.

Recruit, E1

Most new members are considered a probationary member for their first 30 days of membership.

Enlisted, E2 - E4

Most members of the Alliance Navy are enlisted.

Non-Commissioned Officer, E5 - E7

Non-Commissioned Officers, NCOs, execute limited administrative power to steward the Alliance Navy’s day-to-day operations.

Senior Non-Commissioned Officer, E8 - E9

Senior Non-Commissioned Officers, SNCOs, have moderate administrative authority within the group and are typically senior subject-matter experts or supervisors.

Junior Officer, O1 - O3

While SNCOs are responsible for most high-level administrative tasks, Junior Officers may lead important group-wide efforts.

Senior Officer, O4 - O6

Senior Officers lead high-profile, group-wide efforts and typically hold positions within Central Command.

Admiral, A1 - A2

Admirals are the highest authorities in the group, as set forth in the Central Command Section below.


Ratings indicate a member’s demonstrated competencies, and recognize a member’s achievement in technical skills and facilitate effective organization of teams and events. While ratings are generally permanent, ratings may be revoked for demonstrated incompetence or reworked as underlying skill demands change.

Merits & Medals

Merits & Medals indicate examples of a member’s notable participation. As examples, merits and/or medals may recognize: involvement in major campaigns, outstanding individual or team achievements, or tenure. Merits typically reside with a member for the duration of their career with the Alliance Navy.

Central Command

The Alliance Navy’s leadership and structure starts with a Central Command of six members:


Jointly, the Fleet Admiral and the Vice Admiral are referred to as the Admiralty. They are meant to cooperate in regards to most decisions of personnel administration within the Alliance Navy, including a role in the appointment and dismissal of most subordinate positions.

Fleet Admiral

The Fleet Admiral has the ultimate responsibility for the group’s welfare and success. He directs the activities of the other members of Central Command and holds final authority over decision-making, excepting under certain limited circumstances.

Vice Admiral

The Vice Admiral is the Fleet Admiral’s assistant and fulfills his duties in his absence. The Vice Admiral is responsible for coordinating the affairs of Central Command as a group, including their meetings and policy initiatives.

Jointly, the Admiralty directly organize and oversee the Operations Branch for the purposes of:

Games: Selection and prioritization of games the Alliance Navy participates in.

Training: Recommends ratings and courses of training, and appoints trainers.

Teams: Organizes fireteams and appoints team leaders.

Command Cadre

Jointly, the officers in charge of components of the Alliance Navy are the Command Cadre. The Command Cadre is subordinate to the Admiralty.

Administrative Officer

The Administrative Officer is responsible for organizing and overseeing the Alliance Navy’s administrative functions. These include:

Recruitment: Recruitment and orientation.

Alliance Navy News Network (AN4): Creative assets, graphic design, and media.

Policy and Personnel: Documenting personnel actions, status (e.g. activity, discipline), and standing policy decisions.

Collectively, the positions and organization created to perform these duties are referred to as the Administrative Branch. While these functions are vital to the effectiveness of the Alliance Navy, the activities of the Operations Branch are the principal purpose and focus of the group.

Logistics Officer

The Logistics Officer is responsible for organizing and overseeing the infrastructure of the Alliance Navy. This includes:

Web Infrastructure: Website domain and hosting, wiki, databases.

Game Server Infrastructure: Back-end management of game servers

Communication Software: Discord, Teamspeak, etc.

Development: Creates, updates, and improves the Alliance Navy’s technology assets, including front-end web design, back-end web design, and client-side programs.

Accounts: Controls access to community accounts held for media & identity.

Judge Advocate General

The Judge Advocate General is responsible for oversight and accountability across the chain of command. Their job is to investigate and recommend action regarding allegations by membership of conduct against the spirit or letter of AN policy that cannot be remedied through the regular execution of the Chain of Command or Community Moderator action. They also make themselves available to answer questions by the membership relating to group policy.

Master At Arms

The Master At Arms is the Alliance Navy's chief moderator, and is responsible for managing the moderation team and moderation dispute resolution.

Appoint Moderators: The MAA may appoint moderators subject to Admiralty approval.

Ensure Compliance: The MAA ensures standards are applied consistently across the board.

Community Moderators: The Master at Arms is responsible for appointed Moderators, who are entrusted with the power to moderate the Alliance Navy’s common communications platforms. Moderators are expected to:

  1. Demonstrate personal good judgment and conduct in their actions.
  2. Represent the Alliance Navy in a positive and respectful way.
  3. Enforce the Code of Conduct fairly, consistently, and without bias.
  4. Resolve conflict involving members, both internally and with outsiders.
  5. Document disciplinary issues and actions in a timely fashion. Recommend action by higher levels of authority where necessary.

Operations Leadership Positions

The following positions within the Operations Branch are explicitly defined, as they are essential to the Alliance Navy’s structure and operations. Admiralty retains the ability, in consultation with the Admiralty, to create new positions or to modify the scope or duties of individuals holding the below positions. Appointments to any position within the Alliance Navy are made made by the Admiralty on the basis of merit and activity, and are subject to dismissal on the same grounds.

Game Supervisors

Admiralty is responsible for appointed Game Supervisors, who are expected to:

  1. Provide day-to-day structure and leadership of operations in a specific game.
  2. Promote activity within the game.
  3. Solicit and direct recruitment within the game in concert with Recruiters.
  4. Recommend discipline regarding events that occur within the game.

An individual member may be appointed as the Game Supervisors for multiple games, so long as they are able to devote the time and effort needed for each game.

Team Leaders

Admiralty is responsible for appointed Team Leaders, who are expected to:

  1. Serve as a resource to Operations leadership in organizing group events.
  2. Generate activity for the Alliance Navy at large in formal and informal events.
  3. Coordinate and develop the Alliance Navy’s event calendar.


Admiralty is responsible for appointed Trainers, who are expected to:

  1. Provide training necessary for individuals to achieve advanced ratings
  2. Enhance the effectiveness of teams
  3. Enhance the Alliance Navy’s effectiveness in games
  4. Coordinate with systems created by the Administration to track personnel development

Administration Leadership Positions

The following positions within the Administrative Branch are explicitly defined, as they are essential to the Alliance Navy’s structure and operations. The Administrative Officer retains the ability, in consultation with the Admiralty, to create new positions or to modify the scope or duties of individuals holding the below positions. Appointments to any position within the Alliance Navy are made by the Admiralty on the basis of merit and activity, and are subject to dismissal on the same grounds. Personnel may be appointed without meeting the satisfied rank or promoted in conjunction with appointment.

Recruitment and Orientation

The Administrative Officer is responsible for appointed Scouts and Mentors. Scouts are principally responsible for proactively seeking, soliciting, and recruiting prospective members. Mentors process candidates for admission to the Alliance Navy, orient and onboard accepted candidates, and ensure that accepted candidates integrate successfully into the Alliance Navy even after formal orientation is complete.

AN4 Associates

The Administrative Officer is responsible for appointed Alliance Navy News Network (“AN4”) Associates. Associates may fulfill a variety of tasks in support of the AN4’s mission including:

Media: Promotes the Alliance Navy on game-specific forums as well as social media.

Streaming: Broadcasts activities for promotional and documentary purposes.

Design: Produces creative 2D and 3D digital art assets.


The Administrative Officer may, in consultation with the Admiralty, appoint other personnel to fulfill these duties with ranks assigned commensurate with their responsibilities:

Yeomen: Supports other Administrative and Operations leaders in documenting and communicating policy and personnel actions.

Chief Recruiter Supports the Administrative Officer in the managing and documentation of Scouts and Mentors.

Duties of Central Command

Central Command, and by extension, the Alliance Navy makes policies in one of two ways:

Admiral Fiat

Generally, the Fleet Admiral may pass the final and binding decision on most policy and personnel matters concerning the Alliance Navy. In the absence of the Fleet Admiral, this ability does not devolve to the Vice Admiral. Certain actions may not be enacted by the Fleet Admiral unilaterally, and shall require an affirmative vote of Central Command as described below:

  1. Enact or rescind:
  1. Any indefinite ejection; or,
  2. Any temporary ejection of a member with at least one year of tenure.
  1. Amend this Field Manual or its appendices, such as the Community Guidelines.
  2. Promotion to a rank of Officer or higher, including subsequent promotions of existing officers to higher grades.
  3. Any actions that would alter the membership of Central Command.
  4. Receive or expend funds on behalf of the Alliance Navy.
  5. Any matter already decided by, or the current subject of, a vote of Central Command.

Central Command Voting

The combined membership of Central Command (including the Fleet Admiral) may enact a decision by a motion and a majority vote. This may be used where the Fleet Admiral is unwilling or unable to render a decision on a policy question, but not to countermand the Fleet Admiral.

Any member of Central Command may ask for a vote to decide any matter upon a motion duly seconded. The vote shall be conducted over a period of three days and shall not conclude prematurely. The motion shall pass if more than half of the voting members have voted in favor. If a tie among voting members is unresolved, the motion shall not pass.

Vote of Succession

The members of Central Command are entrusted with the highest level of authority and responsibility within the group. Any member who fails to competently discharge their duties, who is inactive regardless of good cause, or who otherwise does not retain the confidence of the Alliance Navy is subject to recall by a Vote of Succession among the general membership of the Alliance Navy. Such a vote may be called in one of two ways:

  1. Upon the request of any member of Central Command.
  2. Upon the petition of no fewer than ten members.

The Vote shall be conducted over seven days, and shall require the support of not less than two-thirds of the voting members of the Alliance Navy to pass. The majority shall be calculated on the basis of voting members (i.e. those casting votes), and not of the whole body.

Where a Vote of Succession is held upon the request of a member of Central Command and fails, the Fleet Admiral may relieve the calling member of their duties without a vote. Where two or more members of Central Command jointly call for a Vote of Succession, the Fleet Admiral may not exercise this privilege.

Dispute Resolution & Discipline

Members are expected and encouraged to resolve interpersonal disputes, whether with peers or superiors, informally. This should typically be the first step members use in resolving a dispute. All members have the right to request assistance from, or communicate grievances to, a superior authority within the Alliance Navy to resolve a dispute.

Grievances or disputes that are unable to be resolved through informal means should first be brought to a Community Moderator, followed by the Judge Advocate General, and may finally be escalated to Central Command if necessary. The party presently responsible for investigating and resolving a dispute is the “appropriate authority” for developments regarding that dispute, until the dispute is escalated or resolved. The appropriate authority may direct other members of the Alliance Navy to take appropriate actions.

Punitive discipline is an unfortunate, but necessary element of the Alliance Navy's culture. It maintains order and prevents behavior detrimental to the group. Personnel who violate the Code of Conduct set forth in this Manual, the Community Guidelines, or who otherwise bring discredit upon the Alliance Navy may be disciplined.

For minor offenses, members may have privileges restricted or be assigned to complete punitive tasks. For serious offenses, members may be demoted, suspended, or ejected by the appropriate authority. When necessary during the investigation of a serious offense, an appropriate authority may take certain emergency actions to protect the Alliance Navy from a member’s continued misconduct, including by suspending or revoking their powers over Alliance Navy assets during the pendency of an investigation.

For serious misconduct, a member may be ejected for a first offense. However, the Progressive Discipline Model, available as an appendix to the Community Guidelines, outlines the group’s general policy for the escalating discipline of a member. An example use of the Model is to correct multiple, unrelated acts of negligence by a single member. Deviations from the model should be approved by the Judge Advocate General.
